Service Providers
Service providers are encouraged to participate in the planning process. Part of the work is to find out what incentives are needed to help private sector service providers expand their offerings in the region.
Government investments, if any, will likely be limited to basic network infrastructure. The infrastructure would be managed much like roads: government owns the roads, but private sector businesses use those roads to sell goods and services directly to the public. We rarely recommend that government get involved in the selling of telecom services; we believe that is best left to the private sector.
