Conduct a line of sight study
A Line Of Sight study of existing towers (e.g the water tower, the town-owned telecom tower) for various data services (2.4 Ghz, 5.8 Ghz, WiMax) to determine how much of the town could be covered by wireless data services. This study should also include recommendations for additional sites and towers, if needed.
